Maldonado, who became governor in 2004, had proposed that the state pay higher wages to improve workers' ability to earn enough money to buy necessities such as fuel, food and shelter for their families.

As governor, she introduced a law requiring that workers earning less than $24,750 per year should receive at least a 1 percent raise annually, and in 2009 that law was updated to increase the minimum wage to $10.10.

But as the oil market plummeted in early 2015, state officials said they were unwilling to raise their pay because it would hurt their economic growth prospects.

"I'm here to tell you that it is not possible to raise the minimum wage on the backs of those who work hard, and do jobs that support our economy," she said at a campaign stop before a state-of-the-art oilfield facility.

Maldonado's campaign acknowledged the oil-price drop, but said that as governor, she had made several times more money than her predecessor.

"We've made many, many investments in oil exploration, drilling, mining, production, and storage, all of which helped the state's economy and pay off more people's checks," said state Treasurer Michael Farber.

Maldonado's campaign said she has paid herself more than $600,000 in salary, benefits and office expenses over her four-year tenure in office, according to the campaign.

"I'm proud that, since I took office, Massachusetts has moved up from the bottom of our nation to our own leader in job growth," she said earlier this year.

Gov. Charlie Baker said in July he supported raising the state's minimum wage, as was Massachusetts' U.S. Sen. Elizabeth Warren in 2011. However, Baker has been pushing for a lower $8.25 per hour federal level by next year, and Warren, according to the Boston Globe, has suggested a "stronger" federal approach.

In August, state lawmakers announced a compromise plan that would require higher pay for the state's workforce of at least 50,000, after the Massachusetts Institute of Technology in September revealed that nearly half of its employees earn an hourly wage below $7.25. The deal did not include any minimum wage for tipped workers.

Govt announces 3 investigations into drought policy & the impact of floods

23 December 2014 - The Environment Protection Authority (EPA) has announced three investigations into how it has delivered and funded its water projects over the past decade.

They include the review of EPA's water quality management plans (WPMPs) and plans to address issues including the impact of flooding, the implementation of new legislation, and the implementation of national laws.

This is the first of these investigations into how EPA has delivered its WPMPs.

Water Services Department (WSD)

In response to the 2014 floods, the Department decided to set up the Water Services Department (WSD) which provides services to the residents of Somerset, Essex and Kent with water and sewerage for residents, businesses and businesses in council areas.

From 1 April 2015 the WSD will be under the responsibility of the Department for Work and Pensions (DWP). This comes after the Government decided to extend the water and sewerage fund to include housing association households. This will increase the cost of water and the amount of money they are paying to supply the water in their area.

The costs of running the WSD are estimated at around £3m.

Water and sewerage are two of the water-related services the DWP provides for households and businesses through its water price collection mechanism in Somerset.

The water market in Somerset is relatively expensive. In 2013/14, water in Somerset cost the taxpayer £1,800 per household on average, and £1,800 in 2012.

This is a proportion of the total population (based on population as of July 2010).
