The $10 billion proposal is to bring together an army of armoured vehicles, with up to 120,000 soldiers to fight wars around the world.

The tender, which ends on November 3, could take several weeks to be submitted to the Government.

The Government has also said it is concerned a significant number of jobs could be cut through axing services such as the Royal Australian Air Force's Warthog, which is often used at war zones.

In 2013, the Prime Minister's Department said the war fighting helicopter, commonly called the Warthog, would be scrapped.

But the army chief has repeatedly said the air force's "mixed" squadrons would remain, and the cost of acquiring them could be covered by the sale of Australian land-based defence assets.

The company producing the two-wheeled armoured vehicles also says it will not be getting rid of its airforce-wide Warthog.

Brisbane-based Chook farmer Chris O'Callaghan has told of the anguish and hardship he has endured as his operations on the Great White Shark's south coast were forced to close following the Government's controversial regulations.

"I'd never been so stressed... and it took me some time to see the light at the end of the tunnel," he said.

"I never thought I would find myself looking at that end of the tunnel but I'm actually finding a lot of people coming up to me from Australia that are in the same situation as I am in."

Mr O'Callaghan said although he has not yet been able to resume the life he built his family in with his wife and two kids, he feels his own life has been changed in a big way.

"I know I'm a little bit lucky to be here in the 21st century, I've had some people step up in order to help me and others out with that life," Mr O'Callaghan said.

"It has been a really tough 12-month, it's been tough but I think a big part of what has happened is in the community there's been more support coming into the community, people in their 50s, 70s, 80s that are talking about taking a chance on being able to take a risk on something which has taken them and their family, so it's nice to be in the process of being able to step back."

Mr O'Callaghan said he did not feel there was much he could do to make sure there would not be another Great White Shark attack on another person.

While Mr O'Callaghan is certain the Government's regulations will not affect his businesses, he's still frustrated.

"It means one day I'm going to feel like I'm going to walk away from it [my farm] because this is the way I work, I like going into the water to hunt these huge creatures and I'm a fisherman as well," Mr O'Callaghan said.

"It has been stressful but what matters is what I can do."

Police in the Kimberley say they are on the lookout for the suspect who lives in the town of Kougra, about 300 kilometres south of Perth.

"As of Sunday, it's unclear whether (the girl) has been placed in the immediate care of a family member or trusted party, but we understand the family member or trusted party is known to abduct people," Major General David Jones of the Perth police said.

Western Australia Premier Colin Barnett said the abduction of the girl was an act of extreme violence.

"There is no doubt she (the girl) is now in a horrific state of unspeakable suffering," he said.

"She was put in fear and there is no doubt she suffered."

Mr Barnett said the abduction "happened in a matter of seconds".

He said an operation was now underway to find the alleged abductor's child.

"You hear of parents going out to buy Christmas presents. It's a terrible abuse of that trust and the trust of the parents," he said.

"You get in a situation like this where it does need an investigation that is done by the police force, by the forensic examiner, by coronial investigators, but we need to know why and that is what they need to do."

He said the girl had spent a week with her family in the Kimberley and was in a "good condition".

Hobart unites behind soccer players, the most powerful soccer nation in the world.

To celebrate his 30th anniversary last month, the city was transformed into the world's largest shopping mall with an international brand new stadium to house the Australian Open's grand finals match from May 1 to 19.

Barely two weeks after the opening and despite the crowds who watched and ate in front of the giant concrete structure, there was none to be seen in Hobart's centre of the world.

What has been called Hobart's City of Dreams - a vision to the contrary by its residents - never materialised.

The city has not even seen the return of a famous cricket team since 2005.

The Australian Government has provided millions of dollars for the redevelopment of Hobart Stadium with a series of sports facilities to allow the city to remain competitive.

Hobart Stadium, which is already the world's largest, is now the world's third largest sporting venue with 1,700 seats.

And in a city where you can go without lights and without electricity you don't need a TV, there hasn't been a day without air.

The only people who use Hobart now are working people who have paid to use the facilities and who enjoy the amenities of Hobart.

The city has become a giant retail hub by offering the same range of goods that you can buy in cities like Liverpool or London.

Barely a day goes by when you don't get your groceries on a motorbike or from a taxi. There aren't any car parks and so the cars have to drive around the city trying to find one.

Hobart's unemployment rate at 7.3 per cent doesn't seem all that high when you consider that the city's population has now doubled in the last quarter of a century to more than 100,000.

Hobart's reputation for having a great food scene - more than 20 local pubs, restaurants and shops serving up the best food the world has to offer - is still evident, particularly in restaurants with great food and a wide selection of wines to satisfy all tastes.

It's no wonder why the city's economy has done well over the last 30 years.

But it has lost money and with the city having lost over 10 billion dollars, and its current growth rate is a record low of 1.2 per cent, that city is in serious need of economic development.

Qld holiday road toll stands at 431 a day last week. In a week when the toll on the Queensland toll road was frozen, the State Government raised rates on some routes and added on two extra lanes of the P2 between the Sydney and Brisbane terminals during rush hour.
